Admiral (Dr.) Jayanath Colombage is Foreign Secretary, Ministry of Foreign Affairs, Democratic Socialist Republic of Sri Lanka, who retired after an active service of 37 years as a four-star Admiral.
He is a highly decorated officer for gallantry and for distinguished service. He served the Sri Lankan Navy during the entire spectrum of war with the LTTE
terrorism and commanded various ships and four naval areas. He is a graduate of Defence Services Staff College in India and Royal College of Defence Studies, UK.
He holds a PhD from General Sir John Kotelawala Defence University (Sri Lanka). His doctoral thesis; ‘Asymmetric Warfare at sea. He was the former Chairman of Sri Lanka
Shipping Corporation and an adviser to the President of Sri Lanka on maritime affairs. He is a Fellow of Nautical Institute, London UK. Admiral Colombage is currently the Director
of the Centre for Indo- Lanka Initiatives of the Pathfinder Foundation. He is also a member of the Advisory council of newly formed think tank under the Ministry of Defence,
‘Institute of National Security Studies Sri Lanka’. He is a Guest Professor at Sichuan University in China
Admiral Jayantha Perera is the Former Naval Chief of Democratic Republic of Sri Lanka. He has thirty seven years of military experience in the Srilankan Navy.
He served as Former Advisor to the President of Sri Lanka on Maritime Affairs. He has also participated in various international conferences,
discussions and symposiums.
Dr. Vladimir Kozin is the Leading Expert, Center for Military Political Studies, Moscow State Institute of International Relations,
Russian Foreign Ministry, Russia. Dr. Kozin holds the title of “Honorary Staff Member of the Russian Foreign Ministry”
and served at various ranks at the Russian Foreign Ministry including Deputy Director at the Information and Press Department,
and the Head of the Analytical Division. He was also a member of the Expert Team of the Inter-agency Working Group on the Ballistic Missile Defense talks with NATO,
Russian President Administration. He was also awarded the title of “Global Senior Fellow”, from National University of Sciences and Technology (NUST), Islamabad, Pakistan.

Dr. Khudoberdi Kholiqnazar, is the former Director of Centre for Strategic Studies under the President of Tajikistan.
He is presently Director of Center for Central Asia and China Research. Mr. Khudoberdi has graduated from Oriental faculty,
Dushanbe University in 1975 and got his PHD Diploma in the field of oriental history from Moscow University in 1988. In 2015,
he got his PHD degree in the field of history from Tajik National University. Now he is professor of Tajik National University
and is the author of 200 articles, 8 monographs and 2 collections of articles.
